PRIMARY POSITION SUMMARY AS TITLE SUPPORT: This position includes but is not limited to the following: reviewing and correcting credit reports opening and sorting mail and interacting with dealers and other agencies. Agents holding this position are responsible for perfecting lien information on vehicle titles. This includes but is not limited to: sending title notices processing state forms for Pennsylvania and Out of State titles working with third party loan and title servicing companies processing title corrections and change and interacting with dealers other agencies and internal departments. Upon satisfaction agents in this position are responsible for releasing PSECU’s interest in the vehicle and processing the appropriate out of state documents related to lien release.

SECONDARY POSITION SUMMARY AS BACKUP FOR ISSUER: This position includes but is not limited to the following: Issuing all new consumer loans qualifying vehicles for market value reviewing incoming AutoDrafts for acceptance ordering supplies answering member calls and performing account corrections.

This is a hybrid pilot schedule working remotely with a minimum onsite expectation of 20% or as needed.

Starting Salary: $19.00 per hour

DUTIES AND ACCOUNTABILITIES – Essential for this position:

Primary Duties and responsibilities: Essential Title Support:

  • Researches member credit report disputes and updates credit bureau information. Analyzes the credit report information for accuracy and makes necessary updates.
  • Audits PSECU loan portfolio to determine if PSECU’s lien is perfected on automobile titles.
  • Researches missing titles; prepares and mails title notices.
  • Prepares state (Pennsylvania and Out of State) issued forms to record correct and renew lien information.
  • Responsible for follow up and resolution of all documents sent to the respective Department of Motor Vehicles for recordation of PSECU’s lien on Certificate of Title.
  • Communicates with dealers Pennsylvania Department of Transportation Out of State DMV’s financial institutions and other outside agencies to acquire information necessary to perfect PSECU’s security interest. Interprets information and makes judgments to resolve title issues.
  • Responsible for withdrawing funds from member accounts for lien and title fees.
  • Records paper title information in the Vintek ELT title tracking system; converts Pennsylvania paper titles to electronic liens.
  • Researches title issues received from non-members.
  • Responsible for releasing lien information for paid loans; includes member requested items from the paid loan report and dealer and insurance company releases.
  • Responsible for securing titles checks and disclosure information at close of business.
  • Responsible for ordering duplicate titles. Prepares required state documents and determines appropriate fee.
  • Responsible for quoting payoff information.
  • Assists management with testing of new loan products and software.
  • Tracks and modifies loan related to SCRA; responsible for monitoring rates deployment dates and active duty status.
  • Sorts and distributes mail.
  • Prepares deposit slips for incoming dealer insurance company and member payments.
  • Handles all incoming and outgoing checks for insurance company repairs. Validates repair work is complete before disbursing payment.
  • Handles all incoming and outgoing documents and checks for insurance companies in regards to a total loss of vehicle.
  • Handles all incoming and outgoing documents and checks for warranty refunds and GAP claims
  • Responsible for handling loan and title documents for leased vehicles.
  • Cross-serves and explains credit union loan services products and policies to members.
  • Provides letters of no interest to members if necessary upon request for titles after we are no longer lien holder.
  • Responsible review identification and document preparation for expiring liens to be extended.
  • Responsible for the coordination and preparation of all documents for member requested title changes.
  • Supports other areas of Credit Services as needed. May assist in the daily operational work flow of the Consumer Loan Administration and Processing Units Indirect consumer lending unit and in the Real Estate Processing/Servicing Units.
  • Provides support and assistance in issuing cross sell and marketing applications such as pre-approvals and rollovers.
  • Assists with outbound courtesy calls to remind members a loan payment is due.
  • Must be knowledgeable in the operations of the Department.

Secondary duties and responsibilities (as Back-up) for Issuing:

  • Performs pre-issue review of the loan application and member account to identify conditions that render a loan not acceptable for issuing.
  • Reviews issuing data to determine if terms/conditions are within PSECU loan policy. The agent must have the ability to understand and explain loan policy.
  • Analyzes share and certificate information to determine if a member’s loan request is within PSECU loan policy and guidelines. The applicant must have the ability to perform calculations related to approving and securing collateral for share and certificate secured loans.
  • Secures PSECU collateral for Share Certificate and Secured Visa loans. Places Share Holds and Pledges on the Core Member Processing teller system.
  • Disburses checks for Auto Share Certificate Signature and Business loans.
  • Reviews cleared AutoDrafts for completeness (vehicle information encoding errors incomplete endorsements and missing information such as bill of sale or invoice). Prepares return items for the Federal Reserve.
  • Contacts auto dealerships for information needed to clear an AutoDraft.
  • Qualifies vehicles for market value. Ensures vehicle value and term are within PSECU loan guidelines.
  • Prepares AutoDraft loan documents for return to the Federal Reserve.
  • Establishes Auto loans for cleared AutoDrafts; Balances daily AutoDraft totals with the Core Member Processing teller system. Posts the appropriate transactions to establish the opening AutoDraft balance and offset the correct GL account.
  • Updates Excel spreadsheet for Accounting Balancing.
  • Notifies member of rate increases due to non-compliance issues.
  • Prints and reviews loan disclosure information for accuracy. Updates accounts for repayment changes; mails new loan documents to the member.
  • Works closely with the Dealer Indirect program to ensure loan proceeds are not disbursed to non-members. Ensures payment is disbursed correctly to CUDL and ACH dealerships.
  • Responsible for ensuring loan set up is correct and with PSECU loan policy.
  • Responsible for establishing Core Member Processing records such as Loan Transfer Loan Tracking Loan Note EFT and EFT Transfer.
  • Voids AutoChecks and AutoDrafts when returned by the member and other financial institutions. Performs Core Member Processing transactions to correct and void loans.
  • Prepares Indemnity agreements for lost check items.
    Determines if vehicles are eligible for a collateral exchange. Prepares and mails documents to complete the process.
  • Prepares Subsequent Action notices when there is a change to a Retail Installment Contract.
  • Establishes new Visa line of credits; re-opens suspended accounts.
  • Analyzes incoming Credit Life and Disability applications to determine if the member is eligible for coverage. Updates the Core Member Processing account to charge for premiums. Prepares insurance documents and correspondence to members.
  • Handles the transfer of Deceased member accounts.
  • Performs Core Member Processing account recast transactions to correct loan transactions.
  • Quotes interest rate information. Agent must have the ability to explain how interest is calculated.
  • Quotes loan payoff information. Refinances existing PSECU loans and disburses new loan proceeds.
  • Answers member phones calls and homebanking emails. Agent must have extensive knowledge of loan policy and procedures.
  • Performs loan maintenance on existing loans; verifying changes are within PSECU guidelines.
  • Assist other PSECU employees throughout the Credit Union in regards to Consumer Loan matters.
  • Provides detailed member counseling on issues too complex for the call center.
  • Responsible for ordering unit supplies for call center issuing and servicing units.
  • Responsible for balancing teller totals.
  • Responsible for securing check disclosure and member information at close of business each day. Responsible for delivering loan documents to the Documents Management unit for imaging purposes.
  • Assists management with testing of new loan products and software.
  • Supports other areas of department as needed. May assist in the daily operational work flow of the Consumer Loan Administration and Processing Units Indirect consumer lending unit and in the Real Estate Processing/Servicing Units.

DUTIES AND ACCOUNTABILITIES – Essential for all PSECU Bargaining Unit:

  • Knowledge – Must be familiar with normal interpretation of Credit Union’s operating principles mission statement products policies and procedures. Must be familiar with federal and state regulations if applicable as they apply to the unit.
  • Workflow Management – Ability to effectively manage volume of work assignments. Ability to operate computer systems and other office equipment and perform calculations essential to this position in order to meet unit standards. Ability to type 25 to 35 words per minute proficiency with required software and have working knowledge of word processing and spreadsheet programs as needed within scope of job.
  • Judgment – Exercise advanced judgment and appropriate decision making within scope of MSRII job duties.
  • Communication – Ability to interpret needs and respond using effective oral and/or written communication skills and proper action to meet member and/or internal customer needs. Ability to communicate honestly with manager regarding individual development needs and improvement of unit functions. Ability to communicate effectively with outside professionals as needed within scope of job.
  • Relationship Management – Ability to establish and maintain effective working relationships with co-workers members and other business contacts of PSECU. Demonstrate PSECU’s Operating Principles of PRIDE (Partnership Reliability Improvement Dedication and Ethics).
  • Attendance – Regular and consistent attendance is required to maintain acceptable performance standards and routine duties of the position within the normal operational guidelines of the unit.
  • Confidentiality – Confidentiality and document control is essential to this position to ensure member data is secure and protected from compromise.
  • Creditworthiness – Must meet creditworthiness standards (as defined in the Collective Bargaining Agreement).
  • Bondable – Must notify Human Resources in writing of conviction involving dishonesty breach of trust or violation of the Pennsylvania Credit Union Code (17 Pa. S. C. A. 101 et seq.) during the course of employment with PSECU.
