Duties

The Human Resources Specialist duties include:

  • Providing administrative and technical support in one or more of the core HR functional areas: Recruitment and Placement Classification Staffing Processing Employee Benefits Employee and Labor Relations Performance Management Compensation Training and Development HR Policy HR Information Systems and Data Analysis.
  • Recruiting examining selecting and placing employees; performing job analysis; workforce planning and analysis; and advising management in identifying attracting and retaining a high-quality and diverse workforce.
  • Conducting position evaluation establishing and maintaining a position classification program to determine appropriate pay system occupational grouping title and grade of positions and advising on position and organization design. Providing guidance and consultation regarding retirement insurance and health benefits.
  • Training and development planning administering or evaluating programs designed to develop employees and manage learning in the organization.
  • Maintaining and monitoring effective performance management programs to plan monitor develop rate and reward employee performance and services that support formal and informal award programs.
  • Providing advice and assistance to employees and managers program administration research and case management in matters related to conduct performance attendance and dispute resolution. Conducting investigations.
  • Establishing and maintaining effective relationships with labor organizations negotiating and administering labor agreements and providing guidance and consultation to management on a variety of labor relations matters.
  • Developing delivering managing and maintaining HR information systems and conducting data analysis.

The ideal candidate will have the ability to perform assignments requiring the application of fundamental HR principles concepts techniques and guidelines to successfully complete assignments.

CONDITIONS OF EMPLOYMENT:

  • REMOTE WORK: This position may be eligible for Remote Work. Remote work means the residence is the full-time official duty location. Qualifications

To meet the minimum qualifications for this position you must meet either the education or specialized experience requirements and provide a copy of transcripts for verification for the grade at which you are requesting consideration.

To qualify for the GS-09 on Experience you must have at least one year of experience equal or equivalent to the GS-07 it must include:

  • Experience assisting in the delivery of a Human Resources services (i.e. Recruitment and Placement Classification Staffing Processing Employee Benefits Employee and Labor Relations Performance Management Compensation Training and Development HR Policy HR Systems and Data Analysis) for an organization.

To qualify for the GS-09 on Education alone you must have:

  • 2 years of progressively higher level graduate education leading to a master’s degree or have been awarded a master’s or equivalent graduate degree.

You can also qualify based on a combination of graduate education and experience. This must be fully supported by your resume and transcripts provided with your application.

To qualify for the GS-11 on Experience you must have at least one year of experience equal or equivalent to the GS-09 it must include:

  • Experience providing Human Resources services (i.e. Recruitment and Placement Classification Staffing Processing Employee Benefits Employee and Labor Relations Performance Management Compensation Training and Development HR Policy HR Systems and Data Analysis) for an organization.

To qualify for the GS-11 on Education alone you must have:

  • 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree.

You can also qualify based on a combination of higher level graduate education and experience. This must be fully supported by your resume and transcripts provided with your application.

To qualify for the GS-12 on Experience you must have at least one year of experience equal or equivalent to the GS-11 it must include:

  • Experience independently providing Human Resources services (i.e. Recruitment and Placement Classification Staffing Processing Employee Benefits Employee and Labor Relations Performance Management Compensation Training and Development HR Policy HR Systems and Data Analysis) for an organization.

You cannot qualify on education at the GS-12 level; you must have experience.

To qualify for the GS-13 on Experience you must have at least one year of experience equal or equivalent to the GS-12 it must include:

  • Experience providing expert Human Resources services in one or more specialty area (i.e. Recruitment and Placement Classification Staffing Processing Employee Benefits Employee and Labor Relations Performance Management Compensation Training and Development HR Policy HR Systems and Data Analysis) for an organization.

You cannot qualify on education at the GS-12 level; you must have experience.
